The name Windy Hill Partners reflects where we come from — the hills and communities of eastern Pennsylvania — and the perspective that comes from standing at elevation. Our work is about seeing clearly: identifying the gaps others miss, the inefficiencies others accept, and the potential organizations haven't yet unlocked.
Founded by Bob Buckwalter, Windy Hill Partners draws on 20+ years of senior-level process improvement experience across commercial mortgage servicing, banking, insurance, higher education, and management consulting. We're based in the Philadelphia, Pennsylvania region — serving clients in Pennsylvania, New Jersey, Delaware, and nationwide — bringing the attentiveness of a boutique Lean Six Sigma consulting firm and the capacity of a trusted associate network to every engagement.

Credentialed as a Certified Six Sigma Black Belt (CSSBB), a Project Management Professional (PMP), and holding an MBA, Bob brings a rare combination of analytical rigor, DMAIC facilitation expertise, and executive relationship skills to every engagement.
Over 20+ years, Bob has driven more than $20M in documented financial impact across senior roles in commercial mortgage servicing, banking, insurance, and data analytics — before leading multi-year, multi-workstream consulting engagements for complex institutions across higher education and research administration.
He is known for converting the most resistant skeptics in the room into true believers — not through persuasion, but through early results, clean data, and a methodology that proves itself in plain sight.
